A man now partially paralyzed after being shot by a Phoenix police officer a few months ago has filed a $50 million claim against the city.
In a precursor to a lawsuit, the claim alleges Officer Kenneth Silvia violated Edward Brown's civil rights and also committed battery and unreasonable force.
Police say Silvia was responding to a call about possible drug activity in an alley when he confronted the 35-year-old Brown on Aug. 5.
Brown's lawyers say he was shot in the back and is paralyzed from the chest down.
The Arizona Republic reports former state Attorney General Tom Horne filed the notice of claim on Brown's behalf last week.
Phoenix, its police department and Silvia are named as defendants.
Police officials have declined comment, citing the pending litigation.
